Personal Statement


My name is Billy J. Atkinson and I am currently pursuing a master’s degree in Instructional, Design, Development and Evaluation (IDD&E) from Syracuse University (SU) with an expected graduation date in June 2020.

I have been serving in the United States Army for the past 20 plus years and currently hold a bachelor’s degree in Homeland Security and a master’s degree in General Management.  While attending the 10-month long Sergeants Major Course on Fort Bliss Texas in 2018, there was an opportunity for a scholarship to pursue a master’s degree by applying for the Noncommissioned Officer Leadership Center of Excellence (NCOL CoE) Fellowship program.  Through this program, 20 individuals are selected per year to attend either SU to pursue a master’s degree in IDD&E or Penn State University to pursue a degree in Adult Education.  As I saw this amazing opportunity, I knew this was what I wanted to do.  Before applying I conducted my individual research on both SU and Penn State University and upon completion of my research, realized SU was my university of choice.  

Upon completion of the Fellowship Program, I will become an instructor at the Sergeants Major Course for an additional three years.  During these three years, there will also be an opportunity to serve in other positions to assist in developing curriculum for all the Noncommissioned Officers Professional Development in the Army, an opportunity to practice the skills, experiences, and knowledge that I have gained from the IDD&E program. 

After the completion of my three-year commitment at the NCOL CoE, the Army will position me where I serve best in accordance with my knowledge, skills, and attitude.  At this time, I am undecided how long I will serve in the Army, but I do know I love what I do and still have a lot to give back to the Army. 

Once I finally decide to leave the Army, I do plan on finding an opportunity or position where I can practice and use the knowledge, skills, and experiences I gained from this program.  I am looking forward to the opportunities this program has opened for me in transforming education.  The future is bright!!
